Analyzing the Effective Factors on Sustainable Waste Management Policymaking in Selected Rural Tourism Areas of Paveh Count

Abstract

In comprehensive waste policy and management, waste collection and processing, and disposal methods interact with each other in such a way that the three desired environmental, social and economic goals of the region are achieved. Based on this regard, the aim of the present research is to analyze the effective factors of waste management policy-making in selected rural areas in Paveh City. The current research is practical in terms of its purpose, and in terms of its nature and descriptive-analytical method, it is survey type. The statistical population of the research includes all 14 people of the Islamic councils and village heads of the selected tourism villages studied in Paveh City. The data collection method has been documentary and survey methods. The documentary method has been used to review the records and explain the problem and the survey method has been used to collect data with the tools of observation, interview and completing a questionnaire between experts and managers. Also, the reliability or trustworthiness of the questionnaire has been measured by comparing two ratios. Also, the reliability or reliability of the questionnaire was assessed by comparing the two ratios. In this research, in order to study waste management from an expert point of view, three components of leadership combined with innovation, correct use of resources and planning and organization have been used and their impact on policy-making in this field of study has been studied. The results of this study using the Chi-square test showed that the three components of leadership combined with innovation, proper use of resources and planning and organizing with waste management policy. Also, according to the results of multiple regression analysis, a total of 91 percent of the variance of waste management policy has been determined by these three dimensions.
 
Extended Abstract
1-Introduction
Today, due to the excessive growth of waste production in rural areas, the waste management system can be considered a comprehensive management system that includes planning activities, organizational structure, description of responsibilities, specifying methods and processes, and having the necessary resources to prepare and implementation, review and preservation of the environment. For this reason, one of the challenging problems in these countries is waste generation in rural areas. In fact, waste management is one of the new issues in developing countries, which encourages them to implement effective, necessary and integrated management programs to anticipate waste generation. The most important part of a waste management system is policymaking in this sector. Policies should be implemented and accepted by the local community. Therefore, the effective components of waste management policies should be investigated and researched. The three important components of waste management policymaking include design (leadership combined with innovation), implementation (correct use of resources), and monitoring and control (planning and organizing).
 
2-Materials and Methods
The current research is in terms of its practical purpose, and it is a survey in terms of its nature and descriptive-analytical method. The statistical population of the research includes 14 people from the Islamic councils and village heads of the selected villages under study in Paveh City. The method of collecting information in this research is library and field. To ensure the formal and content validity of the questions, the opinions of 12 professors and experts who had expertise in this field were used. Also, the construct validity of the mentioned questionnaire was confirmed by Bartlett's test and the Keizer-Meyer-Elkin sampling adequacy test, and the reliability of the questionnaire was estimated by Cronbach's alpha coefficient and confirmed. For inferential statistical analysis (exploratory factor analysis and path analysis) it was done using SPSS25 and AMOS23 softwares.
 
3- Results and Discussion
The results of this research show that from the point of view of villagers and village Islamic councils, there is a significant and positive relationship between all three components of "leadership combined with innovation, proper use of resources, and planning and organization" with waste management policy making. The positive sign indicates that there is a direct relationship between these three components and waste management policymaking, and the more their indicators improve at the level of the studied rural areas, the more waste management policymaking will also be affected and will be better planned and implemented. This part of the results is consistent with the studies of Abdoli et al. (2018), Anabastani et al. (2020), Nemati et al. Also, in this research, in order to determine the contribution of each of the three dimensions of leadership combined with innovation, correct use of resources, and planning and organizing on the waste management policy from the perspective of villagers and village Islamic councils, the combined multiple regression test was used. According to the results of this section, a total of 91 percent of the variance of waste management policy was determined by the three dimensions of leadership combined with innovation, correct use of resources, and planning and organization. Also, according to the estimation of the standard regression coefficient, the results showed that the most important indicators in predicting waste management policy are planning and organizing, leadership combined with innovation and correct use of resources.
 
4- Conclusion
According to the findings of the research, the environmental and health problems caused by the lack of proper management of rural solid waste have caused an increase in disease, an increase in rodents and insects, pollution of land, water, and air, the spread of unpleasant odors in the space, and other problems; In such a way that improving the efficiency of the waste management system has become one of the most important goals of Paveh city councils. Policymaking and waste management in villages due to the cultural context, population, economy, indiscriminate consumption of materials, lack of awareness and lack of attention of people, lack of sense of responsibility, heterogeneous and extensive nature of waste materials, non-implementation of regulations, laws and lack of facilities in the field of rural services It is facing problems. In all stages of management, one of the keys to success is public awareness and participation. Of course, this important thing is of particular importance in the stage of production and storage in the place, which has an impact on the next stages, i.e. collection, transportation and disposal. The waste management in the studied villages is not sanitary at all and the high volume of waste in the landfill, along with the failure to comply with its own standards, has created a completely unsanitary situation that can lead to various acute environmental, social and economic issues. Therefore, according to the results of this research, a correct policy should be made in different parts of waste management with the participation of the local community.
